Description
High Threat Medical Response (HTMR) for Law Enforcement
This hands-on course prepares patrol officers, deputies, and other first responders to save lives in high-threat situations before EMS arrives. Built on Committee for Tactical Emergency Casualty Care (C-TECC) guidelines, HTMR focuses on simple, effective interventions that work under fire.
Participants learn to:
- Apply the MARCH algorithm for rapid casualty assessment
- Control massive bleeding with tourniquets, hemostatics, and wound packing
- Manage airway and breathing emergencies under stress
- Move and extract injured partners while maintaining scene security
Instruction is led by tactical-medicine providers with operational experience who keep every scenario realistic, relevant, and mission-driven.
Law-enforcement officers may also receive North Carolina Justice Academy in-service credit upon agency submission and approval through their training coordinator.
While this course is not:
HTMR is not a full medical certification course or a substitute for EMT training. It does not teach advanced clinical procedures or firearm tactics. The focus is on lifesaving trauma care that any officer can perform before medics arrive--fast, practical, and grounded in reality.
